Recyclable and Solid Waste Collection and Disposal Program Overview
The Board of Trustees of Sanitary and Improvement District 437 have approved a new prepaid trash
collection and recycling benefit for the homeowners of Quail Hollow. Thanks to responsible fiscal
management, the District continues to be in healthy financial shape to be able to provide this
benefit for residents.
The Quail Hollow Recyclable and Solid Waste Collection and Disposal program should go into effect
with our first pickup on Monday, February 1, 2016. Our chosen service provider, Premier Waste
Solutions, will contact each household before then with an outline of what to expect and what to
do. Any member of the Board of Trustees can also answer questions you may have.
Because the program will be financed by funds of the District, each resident’s out-of-pocket cost
for trash collection will be zero ($0.00).
Single Trash Day
At present, there are garbage cans in our driveways and garbage trucks on Quail Hollow streets five
days a week. Some weeks, with holidays, weather, or a service provider falling behind, we find
them on Saturdays as well. Sometimes, that also includes pickup occurring from before dawn until
late into the evening.
The District regularly maintains and repairs the streets as recommended by the District engineer.
The constant crisscrossing of our streets by fully loaded garbage trucks causes pavement damage
that is costly to repair. This year’s work was no exception.
Our solution: trash collection for the entire development will be performed on Mondays.
Single Provider
At present, there are several trash collection companies serving residents of our development.
Each of us represents a single account to these firms. As such, individual homeowners have little
leverage for negotiating features, quality of service, responsiveness, performance or price.
Our solution: Premier Waste Solutions will provide service to all houses in Quail Hollow.
Recycling
A formal recycling program for our entire development allows the Board to negotiate a lower overall
trash collection and disposal price for the District than residents would be able to do
individually. A “single stream” program allows residents to place all recyclables in one container
without having to sort.
The Nebraska Department of Environmental Quality’s Waste Reduction and Recycling Incentive Grants
Program offers grants “to assist in financing sound integrated waste management programs and
projects.” These include the Litter Reduction and Recycling Grant Program, though which funds may
be available to the District.
Our solution: full single-stream recycling program.
Yard Waste
Continuous yard waste collection and disposal service is included as part of the regular weekly
pickup.
New Carts
Each house will receive one 95-gallon covered cart with wheels for solid waste and one 95-gallon
covered cart with wheels for recycling. Homeowners may also elect to receive one 95-gallon covered
cart with wheel for yard waste. There is no cost for the three carts.
Property Tax Implications
The District continues to be in healthy financial shape to be able to provide this benefit to
residents. The District’s fiscal agent advises that funds of the District are sufficient to provide
this benefit with no increase to the property tax levy. If this situation changes, the Board will
reconsider the program at that time.
Cost Savings
The District’s annual total program cost for the entire Quail Hollow development will be less than
the sum of what individual homeowners pay today. Additional intangible cost benefits to residents
include reduced street maintenance and repair costs.
